Congressman Gonzalez Votes to Approve Bipartisan Farm Workforce Modernization Act of 2019
WASHINGTON – On Wednesday, Congressman Vicente Gonzalez (TX-15) voted in favor of H.R. 5038, the Farm Workforce Modernization Act of 2019. This bipartisan bill provides reforms that will overhaul the farmworker visa program, improve agricultural labor standards, and help American farmers compete in global markets.
“American agriculture is starving for a guest worker program that works,” said Congressman Gonzalez. “While not perfect, this legislation will give farmers, ranchers,and farmworkers in the 15th District of Texas some much needed certainty. I am proud to cast my vote for this bill and continue working with all interested parties to ensure that access to a reliable, legal, and skilled workforce is no longer out of reach."
The Farm Workforce Modernization Act of 2019 will:
- Secure the domestic agricultural workforce by establishing a program for agricultural workers in the United States, along with their spouses and minor children, to earn legal status through continued agricultural employment;
- Ensure an agricultural workforce for the future by reforming the H-2A temporary agricultural worker program to provide more flexibility for employers while ensuring critical protections for workers; and
- Electronically verify the agricultural workforce by creating a mandatory, nationwide E-Verify system for all agricultural employment and include necessary due process protections for authorized workers who are incorrectly rejected by the system.
