Congressman Gonzalez Hits the Ground Running for CCAD

Washington, D.C. – Today, Congressman Vicente Gonzalez (TX-34) voted in favor of the National Defense Authorization Act (NDAA) for Fiscal Year 2027 (FY27), which authorizes $1.14 trillion in discretionary funding for our national defense and an up to 7% pay raise for all military personnel. The bill also includes language and amendments the Congressman authored to strengthen military operations at installations like the Corpus Christi Army Depot (CCAD) and to safeguard the domestic South Texas shrimping industry. It now heads to the Senate for a vote. 

“Every year, Congress is responsible for funding our nation’s defense priorities to keep Americans safe and our military strong. I worked in a bipartisan manner to raise military pay and expand access to housing, childcare, and healthcare for our service members and their families in South Texas and around the world, including at the Naval Air Stations in Kingsville and Corpus Christi. Also included in this bill is language and amendments I authored to protect Corpus Christi Army Depot’s military competitiveness and the thousands of hardworking South Texans it employs. Together, we will ensure that the economy continues to thrive and our region remains a critical part of our national security.” 

The base text of the House-passed FY27 NDAA includes language secured by Congressman Gonzalez that build on his efforts to protect jobs and increase a declining workload at CCAD. These provisions include: 

• Allowing depots like CCAD to promptly write off debt associated with government directed mission changes (Sec. 1862, page 23).
• Directing the Department of Defense (DoD) to increase transparency into the way that depot-level maintenance and repair work is divided between military installations and private companies (Sec. 1861, page 1340).

Congressman Gonzalez also secured the following two amendments: 

• Requiring the Secretary of Defense to submit a report to Congress within 60 days on the status of funds set aside for the completion and modernization of a Powertrain Facility at CCAD. This facility will provide the Army with adequate space to maintain a wide range of helicopters and related parts.
• Prohibiting the DoD from procurement or commissary sales of seafood originating or processed in China (co-sponsored with Congressman Troy Carter of Louisiana). 

Notably, after the tragic murder of Brownsville native, Seaman Angelina Resendiz, Congressman Gonzalez has consistently called on the U.S. Navy for greater accountability, transparency, and urgency in investigating service members who go missing while on duty. As recently as May 13, 2026, he urged the Navy to conduct a comprehensive public investigation into how the organizational culture, policies, and chain of command’s response contributed to Seaman Resendiz’s death. The House-passed FY27 NDAA takes additional action alongside his efforts and requires the Secretary of Defense to establish DoD-wide minimum standards for responding to reports of missing service members and how their absences are categorized, as well as notifying the appropriate military criminal investigative organization within three hours after a service member goes missing and notifying the primary next of kin within eight hours.
